Press the pedal and the trash can moves backward. Pull it forward again, and a few trips later it is back against the wall.
It is easy to blame the trash can, but a lighter can on a smooth floor has little resistance when the pedal pushes it backward. Adding weight may make the movement less noticeable as the bag fills, but the problem returns with the next empty bag.
A rubber-backed mat under the trash can changes the surface underneath it. Instead of the base sitting directly on a smooth floor, it sits on the mat while the rubber backing grips below.
That only helps if the mat is where the sliding actually happens.

Press the pedal once while watching the bottom of the can. If the can and mat travel backward together, the mat is slipping against the floor. In that case, this type of mat has not solved the problem.
If the mat stays put while the trash can moves across its top, the rubber backing is doing its job in the wrong place. The can still lacks grip where its base meets the mat.
That distinction matters more than choosing the largest mat available. The 20-by-16-inch version only needs enough room for the trash can base to sit fully on it. A larger exposed border does not add much if the part carrying the weight already fits.
The absorbent top can catch a small leak from a trash bag, much as a mat deals with mud and puddles by the door. That is useful here, but it is a separate job. For a can that creeps backward whenever the pedal goes down, the useful part is underneath.
